Place the smoked salmon trimmings in the bowl of a small food processor or mini chopper and add the lemon juice, mayonnaise, chives, if using, and a generous pinch of black pepper. Blend until the salmon is finely chopped but not completely smooth. (Alternatively, if you do not have a food processor, chop the smoked salmon as finely as possible by hand, then place it in a bowl and stir in the other ingredients, mixing well to combine.)
Scrape the mixture into a small bowl and season with salt to taste. Spread the mixture onto the toast and garnish with chives, if using. Serve with lemon wedges, if desired.
